Responsibilities of CJCS Members

1. Duties and Obligations

  1. Protection of People: Ensure the safety and security of individuals, particularly within Jewish communal settings, by being vigilant, proactive, and responsive.
  2. Venue Security: Maintain and enforce physical and digital security measures for communal properties, aligned with Desk and Tier assignments.
  3. Critical Incident Response: Execute appropriate responses to emergencies—medical, physical, or digital—based on training and within the CJCS Immediate Response framework.
  4. Adherence to Tier Assignments: Align duties with Tier-specific capabilities and Desk responsibilities, for example:
    • Tier 1: Basic safety and situational awareness.
    • Tier 2: Venue-specific security and oversight.
    • Tier 3: Advanced critical response training.
    • Tier 4: Complex, unsupervised responses under critical conditions.

2. Professional Standards

  • Act with integrity, neutrality, and respect for human rights, treating all individuals with fairness and without bias.
  • Uphold CJCS trustmarks as symbols of professionalism and ethical commitment in both internal conduct and external representation.
  • Maintain professionalism during engagements so actions and demeanor reinforce trust and credibility.

4. Ethical Decision-Making

  • Humaneness: Prioritize the dignity and well-being of individuals.
  • Responsibility: Make measured, thoughtful decisions under pressure.

Limits of Authority

1. Jurisdictional Boundaries

  • CJCS members are not law enforcement and must not engage in activities reserved for police or regulatory authorities.
  • CJCS operates within community-focused boundaries, supporting licensed agencies or emergency services without encroaching on their mandates.

2. Scope of Practice

Member activities are limited to their Tier and Desk authorizations:

  • Tier 1: General support and observation.
  • Tier 2: Specific venue security and systems management.
  • Tier 3: Advanced critical-incident intervention.
  • Tier 4: High-level autonomous response to critical scenarios.

Activities beyond authorized training or scope must be escalated to the appropriate licensed authority.

3. Non-Compete Provisions
